1 year of OGP Technical Services Framework for Open Data and Data Management

Working with Public Sector Bodies & Local Authorities on their Shared and Open Data journey

It’s been one year since the OGP Technical Services Framework for Open Data and Data Management for Irish Public Service Bodies was launched (see announcement) and a lot has happened along the way. 

During 2022, multiple Irish Public Service Bodies and Local Authorities have leveraged this framework to start or progress their Shared Data and Open Data journey. These organisations have availed of Derilinx services to carry out data audits, to find out their data maturity, to get data strategy advice, and to create their own data portals, among other activities. 

Here are some examples of these organisations and how the Technical Framework has helped them achieve their goals.

Department of Housing, Local Government and Heritage (DHLGH) – A new Data Portal

With a refreshed user experience and automatic harvesting to data.gov.ie and from the Department’s GIS ArcGIS site, the new portal is the one stop shop for anything Open Data in DHLGH!

Sustainable Energy Authority Ireland (SEAI) – A Data Audit

Derilinx provided a Data Audit Framework, consisting of methodologies, processes and templates for data cataloguing. As part of this deliverable, a complete Data Audit was carried out in partnership with nominated liaisons in the nominated business units/department of SEAI. Derilinx also delivered an Open Data Portal built on Derilinx datAdore Open-Source Data Sharing Platform.

Limerick City and County Council – An Open Data Audit and Data Portal

Limerick City and County Council has formed the high level vision to become a truly data centric organisation that will leverage the power of data to drive better informed decision-making, improve services and innovate. Derilinx provided specialised Data Audit Services and built Limerick’s Data Portal. This portal can be used both as the Open Data and the Data Sharing Platform which will enable Limerick City and County Council to publish Open Data (that can be harvested into data.gov.ie automatically) and also manage internal data more effectively.

Kildare County Council – An Open Data Audit and Data Portal

Kildare County Council wanted to move from being a data rich organisation to becoming an insight rich organisation. Derilinx supported the organisation with a Data Audit Framework consisting of methodologies, processes and templates for cataloguing, a Data Portal that covers both open and private datasets and has managed access from the public and County Council employees, and a Data Strategy centred on delivering tangible business benefits to the organisation.

Environmental Protection Agency (EPA) – A Data Management Framework

After completing a Data Audit exercise in 2021 and seeing the benefits, the Environmental Protection Agency saw an opportunity to establish a Data Management Programme that sets a clear vision, lay out business cases and priorities and establish a set of initiatives for the Agency going forward, covering both Open and internal Data.

Health and Safety Authority (HSA) – A Data Strategy

Ireland’s Health and Safety Authority recognised the opportunity to become insight rich as a whole organisation and for that, the need for a wider Data Strategy to be designed to inform the establishment of a comprehensive Data and Analytics programme. A practical outcome focused roadmap structured around the the three pillars (business opportunities, right data and technology, organisational readiness) is now guiding the HSA’s effort towards becoming an insight rich organisation.

Competition and Consumer Protection Commission (CCPC) – A Data Audit

In the context of the new Open Data and PSI Directive, CCPC realised there was an opportunity (and requirement) to complete a Data Audit across the Organisation to ensure that all data that can be open is effectively open over time.

Valuation Office – A Data Audit

The Valuation Office already publishes Open Data on Ireland’s National Open Data Portal, including the Valuation Office’s API, which is one of the most popular APIs in the portal. The organisation recognised that there was an opportunity to open more datasets from across the organisation and they chose to leverage the OGP Framework and work with Derilinx to build a publication plan and learn how to carry out data audits independently in the future.

Housing Agency – A Data Audit, Data Strategy and Data Portal

The Housing Agency manages a large amount of data, some of which is available on their Data Hub. The organisation recognised that there is an opportunity to identify, share and open more data, that’s why they chose to work with Derilinx to assist them with a range of services such as a Data Audit, a Data Maturity Assessment, Data Publication and Maintenance, as well as to build a fully hosted and managed Open Data Portal.

About the Framework

This Framework supports the provision of technical services for Open Data and Data Management and it is divided in 3 different areas: 

1. Data Management. It includes:

  • Data audit
  • Data extraction, transformation and load (ETL) and preparation services
  • Develop an Open Data Public Plan and Publish Data
  • Data Maintenance
  • Data Maturity Assessment

2. Fully hosted and managed Open/Shared Data Platform Solution

This solution is built using Derilinx’s Data Sharing Platform datAdore.

3. Ad-hoc consultancy advice and support services for Open Data and Data Management

The National Technical Services Framework for Open Data and Data Management is available to the following Public Sector Entities:

  • Central Government Departments
  • Government Agencies and Offices
  • Local Authorities
  • Contracting Authorities, inc. HSE, HIQA,Third Level Educational Institutions, ETBs, schools, etc.
  • An Garda Síochána (Police), The Irish Prison Service, and The Defence Forces
