The Department of Public Expenditure, Infrastructure, Public Service Reform and Digitalisation (DPER) launched a refreshed Capital Works Management Framework (CWMF) website to make public works contracts, guidance and tools easier to access and use across the Irish public service.
Background
The Capital Works Management Framework (CWMF) is the suite of policies, guidance, contracts and standard forms used across the Irish public service for the delivery of public works construction projects. It supports contracting authorities and practitioners in planning, procuring and managing capital projects in a consistent and compliant way.
As the volume of CWMF material expanded over time, users needed a clearer, more accessible way to find the right guidance, templates and tools for their projects. To address this, the Department of Public Expenditure, Infrastructure, Public Service Reform and Digitalisation (DPER) launched a refreshed CWMF website in October 2025, focused on usability, accessibility and practical support for day-to-day use of the framework.
Objectives
The goal of the project was to make the CWMF website:
- More accessible and user-centred for people seeking public works guidance
- More efficient to navigate, helping users find relevant contracts, templates and guidance quickly
- Easier for administrators to manage and maintain as content continues to evolve
Solution
A redesigned website was delivered with a clearer information structure and modern, user-centred interface, making it easier for practitioners to locate and use CWMF materials.
Key elements of the solution include:
Improved design and navigation
All documentation required for Public Works Contracts, including guidance notes, templates and technical updates, is now organised in one place, making it easier for users to locate relevant material quickly and move between related resources.

New learning and support tools
To support users who may be unsure which contract applies to their project, the site includes a simple step-by-step contract selection guide, along with a decision tree to help identify the correct notification letters. The platform also links to the Commercial Skills Academy, providing access to practitioner training for CWMF users.

Updated resources
Live Central Statistics Office (CSO) indices relevant to CWMF contract management are available on the site, alongside a fee adjustment mechanism tool to support inflation-related calculations.

Improved accessibility and performance
The website has been optimised for mobile use and designed in line with accessibility standards, helping to ensure a consistent and reliable experience for all users.

Outcomes & Impact
The refreshed CWMF website provides a single, accessible online hub for public works contracts, guidance and supporting tools. Users can more easily find and apply the information they need, while administrators can manage and update content more efficiently as the framework evolves.
