Central Bank of Ireland has launched a new Open Data Portal (opendata.centralbank.ie)to make their data easier to access and use by all. The Central Bank of Ireland engaged with Derilinx to develop the portal utilising the OGP Technical Services Framework for Open Data and Data Management.
The Central Bank is the main compiler of Irish financial statistics and publishes data on a broad range of financial developments in Ireland. This statistical data is vital in assisting policymakers, financial market participants and the public to make informed decisions.
This portal is built on datAdore, Derilinx Data Sharing Platform, which functions as an Open Data Portal and a Data Sharing Platform. The portal services are aligned with both the Government’s Open Data Strategy and the Central Bank’s “Open and Engaged” strategy, making Irish financial statistics data easier to access and use by all.
The Central Bank’s Open Data Portal has a few characteristics as distinct from our other Open Data Portals:
Data Categories: Apart from the commonly used Themes and Tags to classify data. the Central Bank decided to add Data Categories, another layer of classification and filtering that makes it easier for users to find what they’re looking for. For instance, a user can filter by the theme “Payment Statistics”, and then see a sub-filter that includes, for now, 2 different categories: “Credit and Debit Card Statistics” and “Payment Services and Payment Systems”. Tags are a separate filter related but not directly connected to Themes and Categories.
Internal Catalogue + backend publishing workflow to enable full control over all data publishing activities. The Central Bank needed an internal catalogue, accessible only from its internal network, from where it could create new data categories and add datasets and resources. The Bank’s platform includes this internal catalogue and a custom workflow that serves as a bridge between the internal and external portals. In a nutshell, the workflow facilitates an approval process: when a business unit requests to add/edit a data category or publish/edit a dataset or resource, this request must be approved by either the business unit administrator or a super admin. If the request is approved, the changes are applied to the public portal; if the request is rejected, the changes are reverted to the last approved version. By involving at least two individuals in any changes, this workflow ensures greater control over data release, security measures, risk mitigation, privacy protection, and overall data quality.
Iconography: The icons in the portal were specifically selected to meet the Central Bank’s requirements.
The portal was launched containing 31 datasets clasified in 6 themes and 14 categories. The number of datasets and potentially the number of categories will increase as new data is generated and published.
