Refreshed Capital Works Management Framework website

An improved platform to make public works construction contracts, resources, and guidance clearer and more accessible.

Managed by the Department of Public Expenditure, Infrastructure, Public Service Reform and Digitalisation (DPER), the Capital Works Management Framework (CWMF) is a set of policies, contracts, and guidance materials used by the Irish Government to ensure that public construction projects – such as schools, hospitals, and transport infrastructure – are delivered efficiently, cost-effectively, and to a high standard.

The framework provides a structured approach to the planning, procurement, and delivery of public capital projects. It standardises processes across departments and agencies, promotes risk management and accountability, and facilitates consistent documentation and decision-making throughout the project lifecycle.

A refreshed website to support better project delivery

On the 30^th of October, Minister of State for Public Procurement, Digitalisation and eGovernment, Emer Higgins TD, welcomed the refreshed version of the CWMF website saying:

Derilinx’s role: designing and building the new CWMF website

Derilinx was delighted to collaborate on the redevelopment of the CWMF website, delivering a fully refreshed digital platform.

The project goal was to make the site more accessible, user-centred, and efficient — both for users seeking information and for administrators managing a large and evolving library of documents.

Key improvements include:

• Improved design and navigation: All documents required for Public Works Contracts, including guidance, templates, and technical updates, are now available in one location.
• New learning and support tools: If a user isn’t sure which contract to use, there is now a simple step-by-step guide to help them decide, along with a decision tree to support users to choose the correct notification letters. There is also a link to the Commercial Skills Academy, the Practitioner Training service for CWMF users
• Updated resources: Live CSO Indices relevant to CWMF contract management will be provided, along with a fee adjustment mechanism tool for inflation adjustment
• Improved accessibility and performance: Optimised for mobile devices and designed to meet accessibility standards, ensuring a seamless experience for all users.

Built on Wagtail, an open-source Content Management System (CMS) based on Django, the platform gives DPER’s internal team the flexibility to manage and update content independently, ensuring the site remains current as CWMF materials evolve.

A step forward for public sector projects

This project builds on Derilinx’s work with public bodies to improve how people access and use government frameworks and resources online. The refreshed CWMF website demonstrates how a clear structure and user-focused design can make complex technical information much easier to navigate and apply in practice.
